A substance can contain an electric charge.
By rubbing the substance, depending on the substance, 
the substance becomes positively or negatively charged.
If not charged the substance is electrically neutral.

Some substances are insulators.
Others are conductors.

If a charged substance is connected to the earth,
it wil lose its charge to the earth.
